8(a) STARS II offers fixed-price, time and materials, labor hour, and blended task order types, providing greater flexibility in procuring different types of IT products and services and meeting your mission requirements and 8(a) small business goals.
Low 0.75% contract access fee
GWACs have the same low contract access fee as GSA Schedules.
8(a) STARS II allows directed task order awards for orders under $4 million, including options. Orders more than $4 million must be competed among the industry partners in the chosen constellation and functional area.
Ceiling: $10 billion
Period of performance: August 31, 2011 to August 30, 2016, with one five-year option from August 31, 2016 to August 30, 2021.
Prior to issuing orders under 8(a) STARS II, federal contracting officers are required to receive training on the use of the 8(a) STARS II contract and be granted a written delegation of procurement authority (DPA) from the GSA Small Business GWAC Center. Training is offered at no cost. Once DPA is granted, the client awards the Task Order and monitors the contract, thus retaining control of task order performance.

U.S. Department of Education - Since 2009, TEC has provided development and maintenance services to the Office of Federal Student Aid. As a prime vendor, TEC combines student loan data from multiple source systems into reports and dashboards that support portfolio analysis, direct loan servicer reporting, and executive decision making.
TEC provides full life cycle system development services including day to day maintenance, system enhancements and end user training. TEC has earned the trust of the Department of Education by continuously and efficiently meeting their evolving requirements and objectives.
Small Business Administration (SBA) - TEC was accepted into the SBA 8(a) small business program in February 2011. By meeting the SBA's strenuous participation requirements, we ensure that our business practices and strategies are based on a sound business model and on par with industry standards. TEC is an active participant in SBA training, networking and marketing.
Project Management Institute (PMI) - TEC employs PMI certified Project Management Professionals (PMPs) to manage our engagements. Our PMPs have on average over 10 years of experience managing complex systems and diverse staff. Using the PMI framework allows TEC to provide the optimal resources and deliver high quality solutions on schedule and within budget.
